º. Autorizase al gobierno nacional para hacer las apropiaciones presupuestales, abrir los créditos y verificar los traslados correspondientes para dar cumplimiento al presente Decreto. El Ministro de Hacienda y Crédito Público queda autorizado para celebrar los contratos y efectuar los pagos y demás operaciones que sean necesarias. Los contratos que se celebren en desarrollo de esta autorización, solamente requerirán para su validez la aprobación del Presidente de la República.
