La prohibición a que se refiere el artículo 22 no rige en los Juzgados Municipales que no estén en cabecera de Circuito judicial, ni en las Oficinas de Policía, porque al tenor del artículo 2° de la Ley 62 de 1928 hay libertad, de litigar ante estos despachos.
