El Comando de la Fuerza Aérea Colombiana, a través de la dependencia que designe, organizará un servicio especial de transporte aéreo en beneficio de las regiones sub-desarrolladas del país, con el objeto de colaborar en las campañas asistenciales, docentes, de incremento agrícola y pecuario, de colonización, y en el fomento económico y social de tales territorios, de acuerdo con los prospectos del Gobierno.
