Créase por virtud de esta ley la Unidad Nacional de Tierras Rurales, como una Unidad Administrativa Especial del orden nacional, con personería jurídica, adscrita al Ministerio de Agricultura y Desarrollo Rural, con autonomía administrativa y financiera y patrimonio propio, su domicilio está en la ciudad de Bogotá y contará con dependencias regionales para el ejercicio de sus funciones que el Gobierno Nacional disponga según lo requieran las necesidades del servicio.
