Sin perjuicio de lo dispuesto en el artículo Y de¡ Decreto 1524 de 1994, delégase en la Comisión de Regulación de Energía y Gas las funciones presidenciales a las que se refiere el artículo 68, y las disposiciones concordantes de la Ley 142 de 1994, "por la cual se establece el régimen de los servicios públicos domiciliarios y se dictan otras disposiciones", para que las ejerza en la forma prevista en esta Ley, en relación con los servicios públicos respectivos.
