FUSION DEL FONDO ESPECIAL DE LA PRESIDENCIA DE LA REPUBLICA AL FONDO DE SOLIDARIDAD Y EMERGENCIA SOCIAL. - Fusiónase el Fondo Especial de la Presidencia de la República al Fondo de Solidaridad y Emergencia Social de que trata el artículo transitorio 46 de la Constitución Política, al cual se transfieren los bienes, derechos y obligaciones del Fondo Especial.
