° Los Contadores y Habilitados de que trata el artículo 1° del presente Decreto harán de preferencia las remesas o traspasos de fondos para el pago del personal y material de las diferentes guarniciones del país, por conducto del Banco de la República y sus sucursales o de la Tesorería General de la República y Oficinas de Hacienda Nacional, con el fin de evitar, hasta donde sea posible, congestión en el servicio de giros.
