Los municipios circunvecinos podrán incorporarse al Distrito Capital si así lo determinan los ciudadanos que residan en ellos mediante votación que tendrá lugar cuando el concejo distrital haya manifestado su acuerdo con esta vinculación. Si ésta ocurre, al antiguo municipio se le aplicarán las normas constitucionales y legales vigentes para las demás localidades que conformen el Distrito Capital.
