Racionalización de la gestión institucional. Las entidades y organismos del Estado implementarán acciones para el desarrollo racional de su gestión. Para tal efecto, identificarán los procesos institucionales, de tal manera que la gestión de las diferentes dependencias de la organización, se desarrollen articuladamente en torno a dichos procesos, los cuales se racionalizarán cuando sea necesario.
