La consulta previa tiene por objeto analizar el impacto económico, ambiental, social y cultural que puede ocasionarse a una comunidad indígena o negra por la explotación de recursos naturales dentro de su territorio, conforme a la definición del artículo 2° del presente decreto, y las medidas propuestas para proteger su integridad.
