El Ministerio de Educación queda facultado para reglamentar esta Ley; y para cubrir los gastos que demande su cumplimiento se destina hasta la suma de diez mil pesos ($ 10,000) que se incluirá en el Presupuesto de la vigencia próxima; pero sí así no ocurriere, el Gobierno queda autorizado para la apertura del respectivo crédito extraordinario.
