Facúltase al Gobierno para efectuar en el Presupuesto y Ley de Apropiaciones de la vigencia fiscal de 1976 las operaciones de créditos y en la de 1977 las apropiaciones suficientes para el cumplimiento de esta Ley, acordes al costo de las obras y del programa festivo que se acuerde.
