Para el cumplimiento del artículo 1 de esta ley, el Gobierno queda facultado para abrir el respectivo crédito adicional a la Ley de Apropiaciones vigente, y, para el cumplimiento del artículo 2° queda facultado para hacer los traslados necesarios dentro del Presupuesto del Ministerio de Gobierno.
