Art 1°. Como un estímulo a los escritores colombianos que se hallan fuera de la Patria, i como un premio al señor doctor Federico C. Aguilar por su labor reciente, de hacerla conocer ventajosamente en la América del Sur, se le comisiona para que continúe su patriótica tarea en la República de Méjico i en las de Centro-América.
