Los alumnos a quienes se concedan las becas de que trata esta Ley tienen derecho a la instrucción completa en el arte u oficio en que se matriculen.

El Ministerio de Instrucción Pública dictará las medidas conducentes a que el Instituto Salesiano haga efectivo este derecho de los alumnos becados. Esta será condición de los contratos que celebre el Ministerio de Instrucción Pública en el Instituto, salvo los casos en que el alumno pierda la beca conforme a los reglamentos.
