Art. 19. El Poder Ejecutivo mantendrá constantemente un Cónsul en Ciudad Bolívar, con la dotacion de hasta mil ochocientos pesos anuales, con la obligación de enviar todos los meses a los Prefectos de los Territorios noticias de las regulaciones comerciales de aquella plaza, en especial de las que afecten el comercio de tránsito, de los precios corrientes de los artículos de importacion i esportacion de los Territorios, i de todos los demas hechos que puedan tener importancia para las poblaciones de dichos Territorios.
