A los funcionarios del Ministerio les está prohibido hacer declaraciones que comprometan la opinión oficial o revelar asuntos reservados, sometidos a su tramitación o de que hayan sido enterados en razón de sus funciones. En caso necesario tales declaraciones deberán ser autorizadas por el Ministro, los Viceministros o por conducto del Secretario General.
