El Gobierno, aisladamente o poniéndose de acuerdo con los Estados Unidos de Venezuela, procederá a entenderse con el Gobierno del Reino de Holanda para hacer los arreglos que sean necesarios, a fin de evitar los contrabandos que se hacen en las costas colombianas y venezolanas con artículos comerciales, procedentes de las posesiones holandesas en el mar de las Antillas.
