Créanse el Instituto Politécnico de Sucre y el Instituto Politécnico de Cundinamarca con sede en Choachí, como establecimientos públicos autónomos, con personería jurídica, cuyo objetivo esencial será el de ofrecer e impulsar la educación en el Departamento de Sucre, en la Costa Atlántica y en el Departamento de Cundinamarca.
