Art 12. Inmediatamente después de la publicación de esta lei, en cada cabecera de Canton, cesarán los efectos de las disposiciones contenidas en los capítulos marcados con los números 1°, 2° i 3° del artículo 9° de la lei de 22 de junio de 1850; pero serán pagadas en dinero las deudas contraídas hasta dicho día, por los fondos de manumisión. De ahí en adelante los fondos que se colectaren servirán para llevar a ejecución las disposiciones contenidas en la presente lei.
