Art. 1.º Encárguese al Ministro de la República en Europa que contrate cinco artistas que reúnan las condiciones exijidas por el artículo 3.° de la lei 98 de 1873, para que vengan a dar a esta ciudad las enseñanzas de Pintura, Grabado, Música, Arquitectura i Escultura, las cuales enseñanzas deben darse en la "Academia Vásquez."
