En todo caso la obra, con todos sus elementos será del dominio absoluto de la Nación, siendo esta, como propietaria, quien dispondrá su administración, la que podrá ser directa, por medio de agentes oficiales, o por medio de la misma persona o entidad con quien se contrate la construcción, señalándose una retribución fija por los servicios de dirección y administración.
