Los Oficiales Mayores reemplazan a los Secretarios en sus faltas accidentales y temporales, así como en las absolutas mientras se hace el nombramiento y se posesiona el individuo a quien se nombra. Dichos Oficiales pueden reemplazar también al Secretario en las audiencias, o en las diligencias que se practiquen fuera de la Secretaría, o en esta misma, cuando el Secretario no concurra. a las referidas diligencias, de modo de mantener siempre abierto el despacho al público.
