Las obras del acueducto y alcantarillado a que se den al servicio antes de ser concluidas, se administrarán por una Junta integrada por tres miembros nombrados así: uno por el Ministro de Obras Públicas; otro por el Gobernador del Departamento de Nariño, y el otro, por el Concejo Municipal de Pasto.

Parágrafo 1

o. Los miembros que integran la Junta creada por el presente artículo, prestaran los servicios ad honorem.

Parágrafo 2

o. El Ministerio de Obras Públicas, por medio del decreto, señalará detalladamente las atribuciones de la Junta a que se refiere el presente artículo.
