Las Asambleas Departamentales, al ejercer la facultad que les confiere el artículo 4°, determinaran la reagravación de pena que debe aplicarse a los vagos reincidentes en la vagancia, reagravación que consistirá en relegación a colonias penales y agrícolas por un tiempo no mayor de uno, dos y tres años, según el numero de reincidencias.
