Facultase igualmente a los mismo Alcaldes para crear as Juntas Administradoras de las Empresas Municipales o de otra índole, en cuanto al personal cuya asignación corresponda al Consejo, cuando hubiere vencido el respectivo periodo o por cualquier otra causa se produzcan vacantes.
