Una vez perfeccionado el contrato de cesión de que habla el artículo anterior, el mencionado Colegio de Santa Librada quedara en adelante bajo la inmediata dirección del Gobierno Nacional, el cual procederá a reconstruir el edificio del Colegio, o a mejorar el existente, para adaptarlo a las condiciones de la higiene y técnica modernas, dotarlo de biblioteca, campo de deportes, laboratorios y demás elementos que aconseje la pedagogía.
