º Las personas inscritas en el Registro podrán presentar propuestas conjuntas para la Licitación en la parte referente a cualquiera de las redes, y conformar así consorcios. Si en el consorcio participa, directa o indirectamente, una empresa operadora del servicio de telefonía fija o convencional en Colombia, la propuesta del consorcio debe hacerse a la licitación referente a la Red Celular A, con independencia de la clasificación en la que los demás miembros del consorcio se encuentren inscritos en el Registro.
