La medida especial impuesta, no afectará las importaciones que a la fecha de entrada en vigencia de la medida se encuentren efectivamente embarcadas hacia Colombia, con base en la vigencia del documento de transporte, o se encuentren en zona primaria aduanera, siempre que sean despachadas a consumo en un plazo no mayor a veinte (20) días contados a partir de la fecha de entrada en vigencia del presente decreto.
