El Gobierno Nacional construirá y establecerá en los Municipios de Puente Nacional (Santander), Cañasgordas (Antioquia), y Guaduas (Cundinamarca), escuelas normales rurales para varones, de orientación agrícola. Los fondos destinados a darle cumplimiento a este artículo, se tomarán de las partidas globales que se apropien en el Ministerio de Educación pública, para fines análogos o mediante la apertura de créditos correspondientes.
