El Instituto Nacional Penitenciario y Carcelario organizará, reglamentará y administrará el sistema de carrera penitenciaria, de acuerdo con el artículo 100 del Decreto 1817 de 1964 y las demás disposiciones legales vigentes, propendiendo por la eficiente utilización del recurso humano.
