Las actuaciones de toda clase en reclamaciones y solicitudes en conformidad con las disposiciones de esta Ley, se extenderán en papel común, y los pliegos girarán por los correos, libres de porte.

También irán en papel común las informaciones y copias que se pidan para fundar reclamaciones en asuntos eleccionarios; pero tales documentos no pueden destinarse a servir de pruebas en otros negocios.
