Cada persona será titular de su Historia Clínica Electrónica, a la cual tendrán acceso, además del titular, los sujetos obligados en el artículo 3° de la presente ley, con el previo y expreso consentimiento de la persona o paciente de acuerdo con la normatividad vigente.
