Artículo cuarto. El Ministerio de Comercio e Industrias autorizará la exportación de excedentes de producción de artículos manufacturados, siempre que los precios de venta en el mercado interno se mantengan a niveles equitativos para el consumidor, y se demuestre que la producción destinada a dicho mercado puede abastecer ampliamente las necesidades de consumo.
