Art. 4. La esplotación de las salinas i la elaboración de sales, podrán contratarse con particulares hasta por ocho años. Estos contratos se harán por el poder ejecutivo o por sus ajentes, autorizados por él, después de haberse invitado por la imprenta con una anticipación que no bajara de treinta días ni excederá de dos años. El cumplimiento de los contratos puede diferirse hasta por un año después de su aprobación definitiva.
