De conformidad con lo dispuesto en el artículo 1º de la Ley 7ª de 1944, la "Convención de Viena sobre el derecho de los tratados entre Estados y Organizaciones Internacionales o entre Organizaciones Internacionales", hecha en Viena el 21 de marzo de mil novecientos ochenta y seis (1986), que por el artículo 1º de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto de la misma.
