La obligación de adherir y anular la estampilla que determine esta ley estará a cargo de los respectivos funcionarios departamentales y municipales que intervengan en los actos o hechos sujetos al gravamen determinados por la Ordenanza Departamental que se expida para el desarrollo de la presente ley, el incumplimiento de esta obligación se sancionará por las autoridades disciplinarias correspondientes.
