El que ejecute algún hecho con el fin manifiesto de examinar la papeleta de otro, contra la voluntad de éste, o de violar el derecho de sufragio, empleando para ello la fuerza o el fraude, algún artificio o engaño, será penado con una multa de diez a cincuenta pesos, y con la pérdida de los derechos de ciudadanía, por dos a cuatro años.
