Cuando un suplente que deba entrar a ejercer el cargo no esté en la capital de la República, se le llama sin embargo, y mientras se presenta y toma posesión, se debe llamar al suplente que se halle en la capital o en el lugar más próximo a ella, sin atender al orden numérico, el cual, no obstante, ha de observarse respecto de los suplentes que se hallen en iguales condiciones de proximidad.
