º. Los pagarés de que trata el artículo anterior, serán amortizados en un plazo de veinte (20) años, contados a partir de la fecha de su expedición, debiéndose efectuar el primer abono el 30 de junio de 1963 y devengarán intereses a la rata del cuatro por ciento (4%) anual a partir de la fecha de su descuento y serán pagaderos junto con el principal al vencimiento de éstos, sin perjuicio de que el Gobierno pueda recogerlos total o parcialmente en cualquier tiempo antes de la fecha señalada para la amortización.
