La Asamblea de Partes o la Junta de Signatarios, según el caso, declarará si hay mérito para abrir un procedimiento, por medio de una decisión o resolución respectivamente; en cuyo caso y previa presentación de documentación y exposición por parte del denunciado, emitirá un dictamen motivado en la misma reunión.
