Art. 1.º El Departamento del Tolima se dividirá del 1. º de Abril próximo en adelante en dos Distritos Judiciales denominados "Norte" y del "Sur." Se compondrá el primero de las Provincias del Norte y Centro, y el segundo de las Provincias del Sur y Neiva, y serán cabeceras, respectivamente, las ciudades de Ibagué y Neiva.
