Artículo primero. Esta norma es un Decreto legislativo y con vigencia provisional, la cual terminó junto con el estado de sitio en el marco del cual se dictó. Créase la Dirección Nacional de Estadística como dependencia directa de la Presidencia de la República en sustitución de la Sección de Estadística Nacional que hoy funciona en la Contraloría General de la República.
