Para otorgar licencia de funcionamiento a una institución que pretenda desarrollar programas de adopción, ésta debe cumplir con los requisitos previstos en el artículo 117 de este decreto, y además comprobar: Que cuenta con personal profesional especializado y auxiliar, idóneo para el cuidado de los menores y la administración interna de la institución; Que las instalaciones y su dotación le permitan desarrollar en forma adecuada el programa de adopción.
