Cuando no se formulen las quejas correspondientes por infracciones de policía cometidas por extranjeros o denuncias por delitos cuya investigación requiera querella de parte, el Departamento Administrativo de Seguridad, adelantará de oficio las diligencias preliminares del caso, para efecto de ponerlas en conocimiento de autoridad competente.
