En el contrato de nacionalización, que en cumplimiento de la presente ley haga el Gobierno Nacional con el Departamento Norte de Santander, se estipulará que el Departamento debe proporcionar el edificio apropiado para el funcionamiento del Instituto; que continúa dando los auxilios que actualmente destina el Presupuesto Departamental y la dotación que posea; y que la nación aporta un auxilio anual no menor de cuarenta mil pesos ($40.000.oo) para su cabal funcionamiento, dotación, etc.
