Esta Ley entrará en vigencia cuando las circunstancias del Tesoro Público lo permitan, a juicio del Poder Ejecutivo. La partida votada en el artículo anterior quedará incluida como partida especial en el Presupuesto de gastos del Ministerio de Relaciones Exteriores en cada año económico.
