º El proyecto para el Fomento y Desarrollo de las Ciencias y Tecnologías del Mar - FONDEMAR, de COLCIENCIAS, proveerá a la Comisión Colombiana de Oceanografía los recursos presupuestales necesarios para su adecuando funcionamiento. El Secretario General elaborará un proyecto de presupuesto anual que será presentado al Consejo Nacional de Oceanografía y a FO'NDEMAR, oportunamente. Corresponderá al Consejo Nacional de Oceanografía establecer la reglamentación y estatutos que regirán la estructura y operación de la Comisión Colombiana de Oceanografía y sus Organos.
