Artículo tercero. El articulo sexto del Decreto ejecutivo número 2655 de 8 de septiembre de 1954, quedará así: " Artículo sexto. No pueden formar parte de ningún Congreso sindical, ni hacerse representar en él sino las organizaciones que gocen de personería jurídica, estén funcionando legal y normalmente en el momento de la convocatoria del Congreso y tengan sus Juntas Directivas al día, reconocidas e inscritas en el Departamento Nacional de Supervigilancia Sindical".
