El Gobierno Nacional procederá a construír un acueducto para el Asilo de Hijas de Enfermos de Lepra, que existe en la población de Guadalupe, del Departamento de Santander, y a establecer en el mismo lugar una escuela industrial destinada principalmente a la preparación de las mismas hijas de enfermos de lepra.
